It's located below and to the right of the air filter case if you are facing the windshield immediately after opening the hood. You can see it from the passenger side, and it is tricky to get out.
On a 19 year old vehicle I would suspect you have a vacuum hose that is leaking. Replace all under hood vacuum hoses.
