At this time, there are no plans for a Wrestling game featuring FCW talent. One reason for this is brand recognition, as there are not a lot of people who are likely to buy a wrestling game if they are not familiar with the playable characters.
Also, FCW is a developmental territory for the WWE. Appearing in WWE Video Games is a privilege, and one which the roster will need to work their way up to and earn. Right now, the best you can hope for is for the standout wrestlers to work their way up to the main WWE roster and earn a spot in an upcoming video game, or you can create your own FCW wrestlers. Smackdown vs. Raw's creation options are certainly robust enough to create pretty much anyone you can think of.
