Maybe. No amount of Martial Arts training will do any good against a bullet, but someone who's agile enough might be able to Dodge (not that it's possible to actually dodge a bullet, but you could dodge enough to throw off the aim of the person shooting it).
Against someone else using "martial arts", or just punching or grappling, it's viable.
