The question is did he test the sand? That is why nothing has been decided yet. By the letter of the law he did break the rules, common sense would suggest just a little bit of frustration was taken out on the bunker. If he is deemed to have tested the sand he should have had a two shot penalty, and since his scorecard has already been signed he will be disqualified, as he signed for an incorrect score.
