They are not allowed because they can cause injury. If the ball were to hit one in the face, hard, the goggles could cause serious injury to the person's face. Also they could cut other players because it being a full contact sport (bumping into another and scraping them, some thing to pull on, or bash into face, etc). As goggles could be used as an advantage both because it could cut/hurt anther player, and because they could be used to pull on or to intentionally disable another player.
