Why isn't Shan Foster in the NBA he is better than half of the NBA's players?

That is a completely false stat. Shan Foster is mainly a spot-up shooter, which means he does little dribbling and is best at catching and shooting the ball.
The problem is that he is a little short for his position and his not a great athlete. He is also not a lights-out shooter, which shooting is his best ability. In other words, he is a poor man's J.J. Redick (a not very athletic, undersized two guard), as he cannot shoot the ball as well.
Shan Foster would be better than a very small amount of the NBA's players, if any of them. On a championship caliber team, he would be the 14th man. On a poor team (i.e. 2009-2010 New Jersey Nets), he would be the 8th man.
