Like most motorcycles, a dirt bike will turn off in a few seconds if you don't keep reving the motor when you're standing still. Do this for a few seconds after you start the bike and it should work fine. (make sure to do this in nuetral)

You can't register a motocross bike. It would be very impractical and expensive, as the costs of maintaining a motocross bike are staggering. For example the engine can only last 20-50 hours of working time before you need to rebuild it. If by dirt bike you mean hard-enduro type bikes, then it's a different story. They are usually legal to drive on roads, although not very practical or comfortable as well.
