You dive off the blocks at swim meets because it is faster. When you dive off of them you get more momentum rather than just pushing off the wall. Also it gives the crowd a chance to see all the competitors and what school and lane they represent rather than in the pool.

No. Usually a lap pool will not have diving blocks on both side because one side is shallower than the other. Because of Pool Restrictions most Swim centers don't allow people to dive from the shallower side. Also, some lap pools don't even allow diving unless supervised by a swim center staff even if they do have diving blocks. But in 50m pools with deep water on both side diving is allowed, it really just depends on how deep the water is to able swimmers to dive. Well i hoped this helped.
