A horse is a herbivorous animal. It has long legs with muscles to run. It has no way of fighting and does not need to kill animals for food. When faced with an enemy, it would much rather flee than stand and fight.
Tusks are used in defence and hunting. They are essentially modified incisors, or front teeth used for cutting. The horse needs its incisors intact to bite grass. It needs teeth, not tusks.
No horse, thoroughbred or otherwise, has tusks because they just don't need them.
First of all why would they have tusks? They aren't designed to have them because they have teeth and hooves. They don't to fight they run and they don't eat meat they eat grass, oats, hay, and carrots.
