The purse is a pre-defined amount of money for each of the three places. For local races the first place winning can be as little as afew hundred dollars. what this means is that each driver needs to pay for his car, pay for the cost of modifying it for the race, and pay to enter the race. But only the top three drivers get any money back. So for most of the drivers the race costs them money, rather than makes them money.
