This usually depends on the type of boat which you are jumping off. If you are leaving a large boat it is easier to simply walk of the edge of the boat with a large step (so you don't catch your tank on the boat as you leave) so that you can see where you are going and you are not rolling over. This also lets you get you get your arms round all your kit so it doesn't fly up and hit you in the face as you hit the water. When I was learning to dive, I learnt this the hard way!

When on a Rigid Hulled Inflatable boat or RHIB (similar to a large dinghy) it is usual to roll off the side backwards. This is because the boat is lower to the water and usually has higher sides so it is not safe to step over the sides with all of the heavy gear on.
