While you are developing in the womb, your sex is not decided until several weeks after conception. So for the first few weeks of your life, you are neither a girl or a boy, and it is during this time that the nipples are formed so that if you are a girl, you can use them. Seems kind of backwards to me, why don't they decide the sex then add the nipples if necessary? Bizarre. Another possible reason is, how freaky would men look without them? Ugh.
Um I think it depends on who the boy is... and also if they have a big bologna nipple...

Boys may engage in behaviors like soaking a girl's nipple out of curiosity, sexual exploration, or to express intimacy. This action can be part of a broader context of physical affection, where boundaries and consent are crucial. It's important for both partners to communicate openly about their comfort levels and desires in any intimate situation.

It could be a condition called Gynaecomastia, caused by hormonal changes. Always best to see a GP though!
Answer I'm a 34 year old male.. not a doctor but I too had this condition at this age. I was told it was part of my body maturing, and that some boys get this and some don't. I think it has a name, but I'm not sure of it now, but it deals with when boys start to grow breasts.
