For the same reason that radar and sonar systems don't transmit continuously.

The information value of these systems comes from interpreting the echo, and

it's very difficult ... virtually impossible ... to receive a low-level signal at the same

frequency while you're transmitting.

That's also the reason why the protocol for the most effective human conversation

involves alternate periods of talking and buttoning it.
