Breast development is something girls start to go through when puberty hits.

Between the ages 17 and 22, most girls body shape starts becoming more "womanly" with larger breasts and hips and a smaller waist - this may or may not be associated with weight loss or gain. It is a normal part of the maturation process and is not a cause for alarm. It is not a sign of sexual activity or use of hormones.

We don't actually stop maturing until we are around 21 (or slightly older). If you have gained weight that can also be the issue. Whether you have sex or not does not matter. Sex does not make the breasts grow.
