I would say because men cannot get their head around the fact that women are as good and sometimes even better than men. We should (and try to!) put only the most capable people, men and women, in that comity.
On the other hand there are people who fight for equal rights. They want as many men as women in a comity. Feminists even try to eliminate men from the board.

The has been rugby union (15 aside) in the Olympics however , it was noted that players were not able to recover from injuries in the time span required between games (every 2 days) therefore the Olympic committee dropped that game. however, they are looking at the 7s as the squads are bigger and there is less body contact to recover from.
Women were not allowed in the Olympics because women were seen as less then men in that time. This is because the men thought they were stronger and smarter then the women, which left them to do housework. Which also brings up the point that even if women were allowed in, they would not have any time to practice and train because they would always have to tend to the house.
