Until this season (2011), the NFL allowed you to dress 45 players plus an emergency (i.e., third-string) quarterback. The emergency QB was considered an inactive player until the fourth quarter, at which time he could enter the game with no consequence. If he was forced to enter the game prior to the fourth quarter, then the first two QBs would become inactive and could not reenter the game.

The rule was changed this year. Now teams may dress 46 players and there is no emergency QB.
