Why are'nt players penalized for hanging on the rim after a slam dunk?

Players can only hang on the rim if there is another player beneath the rim and if the dunker were to let go then he would risk falling on a player and be possibly get injured.
if there's no one near the rim, then its a delay of game; two delay of games is a technical foul
