Marvin Camel and Mate Parlov fought to a draw in the first Cruiserweight championship bout on August 12, 1979, sanctioned by the World Boxing Council. Camel won the rematch to become champion. Since the WBC was the only sanctioning body to recognize a Cruiserweight division at the time, he is considered by some as an undisputed champion.http://en.wikipedia.org/wiki/List_of_Cruiserweight_Champions http://www.boxrec.com/list_bouts.php?human_id=000854&cat=boxer

Was the WBC the last boxing organization to have 15 round fights?

No. Was the International Boxing Federation (IBF). His last bout schedulled to 15 rounds was in Jul.31, 1988 in New York, for the light welterweight title, when Buddy McGuirt knocked Howard Davis out in the first round... other boxing bodies, like the so called "Universal Boxing Association (UBA)" also made some 15-rounds bouts in the late eighties...
