It depends by what criteria you're measuring. If it's a calculation based on time in the competition against premiership's won against number of times finishing last, then yes, St Kilda is the worst performed team in the AFL.

1989 - 1990 was the transition from VFL to AFL. The Collingwood football club won the first AFL premiership in 1990.
