The least effective quarterback who ever got a chance to play much was probably Kim McQuilken, who played for the Atlanta Falcons in the 1970s. There's an article on pro-football-reference.com that studies this issue. Leaf ranks very high on the list of "stinkers" no matter how you evaluate it, but the final analysis tabbed McQuilken as the worst.
