I don't know who first landed the ollie, it could of been someone who isn't even known in the Skateboarding world. But what i do know if that Rodney Mullen( the best skater alive) did in fact invent the flatground ollie! He also invented the kickflip, 360 kickflip, varial flip, impossible, hardflip, and basically all of the street tricks you see skaters doing nowadays!
Rodney Mullen, the first person to do an ollie was Alan Ollie Gelfand he did it on a vert ramp but Rodney Mullen was the first to do it on flat ground. ollie ollie
Alan "Ollie" Gelfand invented the ollie; however, he only did it on ramps and pools, and used a scooping motion rather than the popping motion used today. That modification is attributed to Rodney Mullen, making him the first person to ever ollie on flat ground.
Alan gelfand first ever(vert) and Rodney mullen (flatground)
To land an ollie over stairs, approach the stairs with moderate speed and ensure you have enough height to clear the first step. Pop your tail down firmly while dragging your back foot up the board to lift it off the ground. As you reach the peak of your ollie, extend your legs to clear the stairs. Spot your landing and bend your knees to absorb the impact as you land on the ground.
Yes, or it's considered "bailing"

To ollie on a tech deck you need friction and a lot of motion. If you are a starter then move the tech deck back and forth. Then pop the back up and try your best to land it. You may not get it on the first try but don't give up.
