That would be Roberto Clemente, elected in 1973 soon after his tragic death. (The 5-year waiting period was waived.) The first Hispanic player elected not on a special consideration would be Al Lopez, a catcher as a player but elected primarily for his achievements as a manager. Lopez joined the HOF in 1977, which would have been before Clemente would normally have been eligible, perhaps even before Clemente would have retired. The first Hispanic player other than Clemente elected strictly for his performance on the field was Juan Marichal, a native of the Dominican Republic and the pitcher who won the most games during the 1960s (191). Marichal was elected to the HOF in 1983.
If you mean the Baseball Hall of Fame, all players elected to the H of F that year, were elected by the Veterans Committe, and only one Black player was elected by the Special Committee on Negro Leagues, Satchel Paige. Regular election to the H of F were elected by the Baseball Writers Association of America, and no modern day player received enough votes to be elected that year.

If you mean the Baseball Hall of Fame, it was Jackie Robinson who was elected in 1962.
