Ross Rebagliati won one gold medal at the 1998 winter Olympics. He was disqualified after testing showed he had traces of marijuana in his system, but was eventually given back the medal when marijuana did not show up on the list of banned substances.

there was no 2008 winter Olympics. There was a 2008 SUMMER Olympics but not winter. There were a bunch of different people that won different medals in different sports in the summer '08 Olympics, not just one person winning the whole thing.

That is the United States. Norway has missed winning a gold medal in only one Winter Olympics (1988).

There is no "winning country" in the Olympics. The games celebrate human achievement not national achievement. That being said, the US has won the most medals overall in all of the Olympics, Canada may well have won the most Gold Medals in a Winter Olympics and the US may well have won the most medals of any type in any of the Winter Olympics. I don't know which country has won the most Golds and most medals overall in the Summer Olympics.
