The Slave States didnt want Maine to become a state because the Free states would have an extra 2 people. The free states didn't want Missouri to become a state because then the slave state senators would have an extra 2 people. So then finally someone came up with the idea for Maine and Missouri to become a state at the same time. Thus causing there to still be equal slave and free state senators.
