Ross Rebagliati won one gold medal at the 1998 winter Olympics. He was disqualified after testing showed he had traces of marijuana in his system, but was eventually given back the medal when marijuana did not show up on the list of banned substances.

The countries win the most medals in Olympics include USA, Russia, China, Germany, France. However participation in Olympics is a great honor to a participating country. India with huge population stands at the lower level of the medal list.
I think there is no list prepare for Burma Star Medal. Perhaps, the reason is this medal is not of any significant importance.
You would be hardput to find such a list, because there is no such thing as a "Congressional Medal of Merit".
