Galen Spencer was the oldest to receive equestrian medal.
There is no specific rule, but more often than not the flag carrier is a competing athlete.
the oldest athlete competing at the Beijing Olympics in August is 67-year-old Hiroshi Hoketsu, a dressage rider for the Japanese equestrian team. His first Olympics was in 1964, where he placed 40th in the show jumping competition. It's been 44 years since Hoketsu's Olympic debut, and in that time he's been busy running large pharmaceutical companies, including the Japan division of Johnson & Johnson, prior to his retirement in 2002.

Australia's duet and team did not qualify for the Olympics. They performed in Sydney by default as the host nation, but could not swim at the Athens or Beijing Olympics because they needed higher scores at international competitions to do that.
The Swedish shooter Oscar Swahn was 64 when he won a gold medal in shooting during the 1912 Stockholm Games. Hiroshi Hoketsu is a Japanese equestrian who finished 9th in the Dressage Team Grand Prix and 35th in the Dressage Individual Grand Prix at the 2008 Summer Olympics. He was 67 years old.
You don't sign up for the Olympics. You have to "qualify" in your sport thru local state and national meets or contests. Remember that you will be competing against the entire sporting population of the USA. Good Luck.
