there is no possible way to ever rank players of that status, as far as deciding who was the best of all time. There is no one player who leads every category. there is a numerical ranking system, in which the top ten players of each hitting category are compared and receive 10 points for being in first, 9 for second and so on...; this system yields Hank Aaron as the leader, however this system leaves out several large aspects of the game, such as fielding, and the player type. The most practical way to do it is to divide it into categories such as best pure hitter, best, power hitter, best defender, and so on. even with this system there will be numerous conflicts and impossible decisions. so far this is only hitters, and if you are talking about best player, then you would have to also take into account pitchers. There is no way to measure hitting against pitching; 300 wins against 3000 hits. to make your brain hurt even more take into account all of the different eras: the shadow ball era, the steroid era. then there is the issue of the negro leagues. josh Gibson hit approximately 927 homeruns. he didn't even get a shot in the majors. who knows how many he would have had. the overall answer is pretty simple: there is not, and never will be, a way to establish who the best Baseball player of all time is, simply because there isn't one.

You can't really be inducted twice as a player. To answer the spirit of your question though - would a player, say, Ted Williams, be inducted twice is he followed his Hall-of-Fame worthy career by an equally Hallworthy career as a manager? The answer is, no.
