The earliest forms of Football (Soccer) boots were developed in the early 1800's in Great Britain. These were relatively crude boots which were often hard leather boots (similar to modern day Work boots) with studs affixed to the bottom. In the early 1950's, The Golden Team of Hungary had a boot based upon a leather dress shoe with studs on the bottom made for them by an Italian shoemaker. This boot was much lighter and more comfortable but left them open to injuries. This boot was then improved upon by Adi Dassler (Adidas) and developed into the first modern type of Football boot.
I researched this as much as I could but there are various accounts of when the first modern day boot appeared.

Waldo M.Claflin invented baseball cleats
Football cleats are heavier and more supportive, whereas baseball cleats are lighter. Baseball cleats can use metal spikes, while those are not used for football cleats. Studs on baseball cleats tend to have the same length, while for football cleats, the length varies. :D your welcome !
You can wear soccer cleats to play american football but it is less than ideal. Soccer cleats do not have a stud on the toe of the cleat like football cleats do. This make it much easier to run, cut and dig into the grass. Most football cleats are also higher and more supportive than soccer cleats. Although if you are a field goal kicker/ punter or kicker in American Football - they all wear soccer cleats. Basically you CAN wear soccer cleats to play American football but you CAN NOT wear American Football cleats to play Soccer.
Football cleats could be the actual shoe itself for the sport or it could be the little spikes and pins on the bottom.
There are many brands of shoes which manufacture football cleats. For instance, the Nike brand is one of many manufactureres which manufacture football cleats. Other brands of football cleats are Adidas and New Balance.
No one actually knows who invented the football cleat, but they have been used since football has been played. At first, they were similar to baseball cleats, but were change to the present style for safety reasons.
The basic function for cleats in football is for the player to get better traction on the grass.
