A tough question since the Packers have been in the NFL since 1921 and the Cowboys since 1960. The Packers have won 12 NFL championships and the Cowboys have won 5. All in all, I would say both teams have a very rich history and it would be very difficult to say which team has had the most success.
Since the AFL-NFL merger in 1970, that is the Dallas Cowboys and Pittsburgh Steelers who each have played in 14 Conference championship games. The Cowboys record in those games is 8-6 and the Steelers record is 7-7.
