Its a tough one to decide but I think Ray Allen has a better shot.

This is like asking "Who's better at basketball: Michael Jordan or Brad Miller?" Ray Allen is arguably (only next to Reggie Miller) the greatest 3 point shooter in the history of the NBA while Matt Barnes has trouble even finding a team to stay with for long, not to mention his shaky 3 point shot (very inconsistent).
Hard to chose one, but the best may have been Larry bird and reggie miller. add ray Allen, Steve Nash, dirk nowitzki and peja stojakovic and you have the best of the best.

Ray Allen has the better wide open shot. He is very good at coming off of screens, curls, and pin downs. However, he cannot get his shot off like Kobe can. Kobe can shoot over anyone at anytime and is far more dominant than ray allen. If you wanted someone to shoot wide open jump shots, then Ray Allen is better. But during a game, if you wanted someone to take a contested jump shot, then Kobe Bryant.
