No i dont think so Rugby union was competed at the Olympics in 1900, 1908, 1920 and 1924. France won the gold medal in 1900, Australasia (combined team of Australia and New Zealand) won gold in 1908, and the United States won in 1920 and 1924.
They have never won the world cup for rugby union however with the exception of the rugby sevens, they have held this title before.

New Zealand won the first Gold Medal with the legendary Jonah Lomu was named the Man of the Match in the final against Fiji. Since 1998, Rugby Sevens has been a core sport meaning it must be included in every Commonwealth Games.
