Simply because they have not been good enough. Other teams in their region are better. There are only a limited amount of places for the finals allocated to Asian teams and so only some teams can qualify, and they are usually the best teams. When India is good enough, then they will qualify.
Europe had the most teams, and Australasia had the fewest with 2 (Antarctica had none, but they are not a federation).
