Which is better is a matter of opinion, because both work together to achieve a functioning system. HSPA stands for High Speed Packet Access, while HSDPA is High Speed Downlink Packet Access and HSUPA is High Speed Uplink Packet Access. One is essentially "download", and the other is "upload".
