The NBA Development League (NBDL) is a league in which poorly playing players or undrafted college players go to prove that they should play in the NBA. If the players are good enough, they may be called up by an NBA team.
As of now there are now PBA players who played in the NBA but there were former NBA players who played in the PBA. Tony Harris played in the PBA, setting scoring records, then joined the NBA (Boston) for two seasons.

Be good at basketball and try out college basketball team
Of course not. There are NBA players who are broken-down shells of their former selves, and there are also players who wouldn't fit in well with, say, the European style of basketball.
Maybe, it just depends on the injury. Many players have been hurt and college and have gone on to the NBA. It just depends on the severity of the injury.
