What you have to do is kill enemies while they have a UAV up. Don't destroy the UAV but you need to get assassin pro IV (4) to beable to have assassin pro. Hope this helps. ;)

All you have to do is level them up by sendin them on missions when you visit an assassin post, or press square (on ps3), X (on xbox 360) while at the viewing section of your assassin post to assign an assassin to a city so they'll gain xp while there, NOTE: not sure if they get xp from being assigned to a city only if you invest in xp for the city or not after it's under assassin control

The Emperor is a legendary Dahl SMG. While you have a very slim chance of finding it at random in any loot cache, you have increased odds of obtaining it as a loot drop from Assassin Wot, Assassin Oney, Assassin Reeth, or Assassin Rouf. They can be found in Southpaw Steam & Power and Digistruct Peak and are encountered during the side mission 'Assassinate the Assassins'.
