There really isn't a 'real' Tae Kwon Do. Taekwondo is derived from the ancient Korean fighting techniques and was influenced by both Chinese and Japanese Martial Art systems over centuries of development - - with most modern changes coming about in the mid 20th Century.

The ITF, and the WTF are not comparable since they are not the same thing.

The International Taekwondo Federation (ITF) is a "Kwan" (family of schools under the direction of one founder), which was started by General Choi Hong Hi, who had formerly taught the Korean Military in his Oh Do Kwan system. There were many Kwans in post WWII Korean, the first official Kwan being the Chung Do Kwan, founded in 1944 by Won Kuk Lee. The main Kwans were united in the Korea Taekwondo Association, the numbered and officially dissolved (although they are still actively promoting their own Kwan systems today).

From the KTA in South Korea, the Kukkiwon building (world headquarters) was built. The WTF was created, not as an instructional institution, but as a link between Korea and foreign countries for Black Belt, and Instructor certification as well as sport competition rules. In more recent years, the mandate of the WTF has been split to just oversee the sport aspect of Taekwondo (including Olympic Taekwondo), and the rank certificates are obtainable directly through the Kukkiwon. The WTF does not teach a Taekwondo curriculum, nor do they deal with rank promotions from white belt on up. The WTF is made up of national Member Associations the regulate the sport in each country.

Kukki Taekwondo is the official curriculum of Korean Taekwondo at the Kukkiwon in Seoul Korea. All other associations and variations are personal preferences of individual instructors, and constitute a Kwan or independent school or association. Most legitimate Taekwondo practitioners can trace their lineage back to one of the 5 original Kwans of 1955.

These are not the same kind of organizations, so they can not rightfully be compared.

The ITF (International Taekwon-Do Federation) is an independent organization established by Korean General Hong-Hi Choi. It is basically a Kwan (family of schools under one founder), and was created to teach the Chang Hon school of Taekwon-Do as created by General Choi with a curriculum teaching and promoting students from white belt through the color belt grades, and up through 9th Dan Black Belt. The ITF was created by its founder who remained the President until his death in 2002, after which time three factions of the organization split - each one claiming to be the true ITF.

The WTF (World Taekwondo Federation) is not an instructional institution for Taekwondo, and does not teach a curriculum, nor do they promote any ranks of Taekwondo. The WTF is solely a sport governing body for establishing rules of competition, and regulating Taekwondo tournaments, including Olympic Taekwondo. The WTF does not have student members, and no schools or instructors may join the WTF. The WTF is the only sport Taekwondo body recognized by the International Olympic Committee (IOC), and it consists of national Member Associations, that are recognized by the national Olympic Committee in each country. These national organizations serve as the National Governing Body (NGB) for that country's Olympic competition as approved by the WTF.

The Kukkiwon is the national academy for Taekwondo in Korea, and serves as the World Taekwondo Headquarters. Kukki-Taekwondo is the official curriculum that is taught at instructor certification courses at the Kukkiwon, and includes the material required to test, and obtain Black Belt Dan (adult degree) or Poom (Junior Black Belt under 15) certification. Each Taekwondo organization is very similar, but varies slightly in some terminology, stance positions, weight distributions, movements (such as the sine-wave of the ITF), differences in tournament rules, and different sets of forms (Kukkiwon Taegeuk Poomsae, & ITF Chang Hon Tul). Otherwise, the basic approach to self defense, and the philosophy, culture, moral and ethical codes are virtually identical between Kukkiwon, ITF and most other major associations (but not to be confused with the sport governing body of the WTF).
