Used tanks are often the cheapest. Typically you can find a good condition used tank which is in good hydro (very important or else nobody will fill the tank) for around $100. If you want a new tank they will typically run around $140 and I would suggest ansgear.com
One note on hydro testing, ask what the hydro date is or find it in a photo, it should be in a month/year format like 01/14 for January 2014, simply add 5 years to the date and you will know when the next time it needs to be tested is. Also, if a tank is 15 years old it is dead, you can not have it tested and you will never be able to use it again. Tanks all have "born dates" stamped on them somewhere, just make sure it is less than 10 years old and you will be fine (leave room for another hydro test to happen)

a HPA tank, every marker currently produced (and every marker that has been produced for a LONG time) that will work on CO2 will also be fine on HPA. the output pressure of a standard high pressure HPA tank is around 750-800 psi, and the output on your co2 tank is right around 800 so it is a direct swap, id recomend getting a 68/4500 HPA tank, it will give you about the same amount of shots as a 20oz CO2

All you need is a hose that connects to the tank and a valve to regulate it. However a 4500 psi compressor is much, much more expensive than either getting the tank filled by itself, or buying a scuba tank to refill from.
What I think you mean is high or low pressure, like for a HPA tank? All spyders, bt's and tippmanns run on high pressure air which either means you should buy a 4500 psi tank. All guns should be chronographed for 295-300 fps, so all guns have the same velocity.
