You need to clarify your question as to what you are referring such as engine or evaporative system.
If you're asking about eliminating the vacuum advance on the distributor assembly, I don't think you can eliminate that without a computer controlled ingnition system. The vacuum solenoid is used to advance the spark under higher load, and works together with a centrifugal weighting system that adavances the spark based on RPMs.

"EVAP System Flow During Non Purge" Most likely the purge solenoid is stuck open. If it is the 4.3 engine the purge solenoid is located on the right side of the intake manifold.

On the 2007 Chevy, it is by the gas tank towards the middle of the box of the truck.
First locate bad solenoid. Once you have found it, unscrew wife nuts and disconnect the black wires from the other wires. Then simple unscrew the solenoid... Do all this with sprinkler system off
There is one solenoid on the charcoal evap. canister in the engine compartment. There is another one located near the gas tank underneath the chassis. That is the one that usually goes bad as road salt and moisture attack that one.
