Generally speaking, most public ranges charge a fee. In order to shoot without paying a fee of some kind, you will probably have to shoot on private land. Be sure you have permission from the land owner, be sure it is safe to shoot there (be sure there are no people, or houses/objects that you might accidentally shoot) and check your local laws to be sure it is legal to do so.
