Generally, riding a vehicle on any sidewalk is illegal in most places. More than likely, you will need to ride it on private property, either your own or someone else's with their permission. If you don't have that, then you'd need to transport it (in a trailer or truck bed) to a track or other suitable place.

You are not allowed to drive karts on streets or sidewalks in most cities and municipalities. Even if they don't already have a law about it, you would be endangering pedestrians.
There are specific regulations that must be met in order for a vehicle to be "street legal". It's unlikely, but not impossible, that a go-kart could meet these. If it does not have a state-issued vehicle license, then no, it's not legal.
