Now and then I have seen them for sale on eBay and other on-line auctions. I had one custom made in Mexico City several years ago. They are not cheap as they must be handmade and are quite ornate with embroidery, sequins and other such things. It takes weeks to complete one. Monteras, the traditional hat of a torero, can also be purchased in Mexico City and, I'm sure, in other locations. I purchased one at Tardans in Mexico City a number of years ago.
