It can represent many things. Karate Training Academy is one usage. Another is Korean Taekwondo Academy (an independent run school). It is most often used for the Korea Taekwondo Association, which was the first organized body that united the Kwans (affiliated schools) of Korean Martial Art in 1961 under the name of Taekwondo. It is currently headquartered in the Kukkiwon building (National Academy and World Taekwondo Headquarters) in Seoul, South Korea.
국기원 Kukkiwon (pronounced like "kook-kee-one"); means "National Academy." It serves as the World Taekwondo Headquarters with offices for Kukki Taekwondo academy, the KTA (Korea Taekwondo Association), and the KOC (Korea Olympic Committee). Located in Seoul, South Korea (see related link below).

The modern-day curriculum for the Korean National Martial Art, and the chosen term of Taekwondo was founded and named in the city of Seoul, South Korea, beginning with the first official Kwan (affiliated school) called Chung Do Kwan in 1944, followed by the establishment of the Korea Taekwondo Association in 1961, and the unification of Kwans in the Kukkiwon National Academy and World Taekwondo Headquarters in 1972.
They are martial arts from Asia. Karate is from Okinawa, and influenced the Korean art of Taekwondo.

No one "assigned" taekwondo as a Korean martial art. Taekwondo was developed by Koreans for Koreans in Korea.

Taekwondo was created in part as an expression of Korean identity. Korean martial arts had been banned during the long brutal occupation by Japan. At the end of World War II, Koreans attempted to take back everything Korean which had been denied them during the occupation. Few masters of the old arts remained, so a new art was created based on the old arts.
