Different team run it at different times. Some teams run it after they've made a freethrow, some run it at different times to pressure the opposing team, particularly if they have a poor ball handler. Most teams will run a full court press if they're down by a few points late in the game.

the best time to press is when ur up by at least five points or you are a faster. never when you are a slower team

A size 28.5 would do just fine. but make sure that its as full as it will go or as bouncy as you want it.
When a team presses, the offensive team tends to get angsty and make more turnovers, allowing the team that is pressing to get the ball and score.
