for an offence in Rugby such as a deliberate knock on, offside, foul play, incorrect scrummage, as an example a penalty is awarded this can be either a kick direct over the opposing goal posts or to tap the ball with a the foot and play the ball by "running it". A penalty can also be kicked in to touch and the throw in (in union) is not the defending teams but that of the attacking team. For more details there is a section in the IRB site where the Regulations and laws are updated regularly

When any of the games laws are broken such as offside or holding on which requires the ref to award a full arm penalty which either results in a kick for touch, a penalty goal attempt, scrum or a quick tap.

IRB Rule 20

The purpose of the scrum is to restart play quickly, safely and fairly, after a minor infringement or a stoppage.

A scrum is formed in the field of play when eight players from each team, bound

together in three rows for each team, close up with their opponents so that the

heads of the front rows are interlocked. This creates a tunnel into which a scrum

half throws in the ball so that front row players can compete for possession by

hooking the ball with either of their feet.

The middle line of a scrum must not be within 5 metres of the goal line. A scrum

cannot take place within 5 metres of a touchline.

The tunnel is the space between the two front rows.

The player of either team who throws the ball into the scrum is the scrum half.

The middle line is an imaginary line on the ground in the tunnel beneath the line

where the shoulders of the two front rows meet.

The middle player in each front row is the hooker.

The players on either side of the hooker are the props. The left side props are the

loose head props. The right side props are the tight head props.

The two players in the second row who push on the props and the hooker are the

locks.

The outside players who bind onto the second or third row are the flankers.

The player in the third row who usually pushes on both locks is the No.8.

Alternatively, the No. 8 may push on a lock and a flanker.

The referee may award a penalty for any of the following;

>Failing to release the ball after being tackled, or the tackling player failing to release the tackled player.

>Entering a ruck or maul from the side.

>Leaving one's feet in the ruck.

>Deliberately collapsing a scrum or illegally collapsing a maul.

>Scrum infringements: not binding properly on an opponent (for prop forwards) or a team-mate (for other players); leaving the scrum before the ball has emerged from it; not pushing straight against the opposing pack.

>Being offside and not making an effort to move to an onside position.

>Tackling infringements: a high tackle (where contact is made above the shoulders); tackling a player in the air or a player holding a team-mate off the ground; or tackling without trying to grasp the ball-carrier and bring him to ground (e.g. a shoulder charge or push).

>Violent or foul play: punching, elbowing, kicking, head-butting, tripping and so forth.

>Throwing or knocking the ball forwards, or out of play in any direction.

>Tackling or holding an opponent who is not in possession of the ball.

>Obstructing an opponent from tackling the ball-carrier (crossing).

>Not retreating ten metres at a penalty.

>Contesting or dissenting from a referee's decision, or using abusive language or conduct towards any match official.

>Any other action the referee considers to be "contrary to good sportsmanship" (such as throwing the ball away while play is stopped in order to prevent a prompt restart, especially if time is close to expiring).
