Stat-sheet wise, a batter's turn officially starts when the first pitch happens.
However, there are a number of ways he could not get credit for the plate appearance. If he leaves the at-bat -- injured, ejected, or otherwise -- he does not get a plate appearance. The only exception is if he leaves with two strikes and the new batter strikes out, then the first batter is charged with a strike-out. (See rule 10.15b)

A lack of fuel is the most common cause for an automobile to turn over but not start. A plugged air filter can also cause the vehicle to turn over but not start.
it depends because if it's a kick start you turn your choke then kick the start and if you got a pull start the you turn the choke and pull it a few times. :P
