the 1973 U.S. open was the first usga course ever designed to provide players a challenge that would make them shoot higher scores than normal. The USGA got the idea that spectators wanted to see golfers struggle more because they could relate more to higher scores. However, Johnny miller ended the final round at oakmont in 1973 with a final round of 63. This angered the USGA and caused them to make even more treacherous setups for years to come
