Prior to the creation of the Winter Olympics in 1924, figure skating and ice hockey were competed at the Summer Games. Once the Winter Games came into being, these sports were switched from Summer to Winter.

The IOC chooses sports to include based on a variety of things (including number of athletes, necessity of a venue, competitiveness, etc) and decides what sports will be included or not. In the case of some sports like baseball and softball lack of competitiveness led to their removal. For rugby in 1924, it was lack of sportsmanship (there was an incident at the last one) and lack of competitiveness. Now it will not be included because the IOC only includes sports when an equal (or nearly equal) number of men and women would be brought in and the sport is fairly equal (think swimming or diving).
Some of the sports that are included in the Summer Olympics are tennis, diving, boxing, and archery. Swimming, basketball, and table tennis are also included.
