Although the player will not calculate F=ma while tackling, he will approximate using newton's second law. The law states that force is directly proportional to acceleration, and mass is inversely proportional. This means that the greater the mass of an object, the more force is needed to accelerate this body. In rugby, the average player weighs about 120 kg. A safe acceleration which does not harm the player while still forcing him to the ground is 2m/s^2. Thus, the force needed to tackle a player safely is 240 N.
