In a Chess tournament, a piece would be brought over from another set. If you're playing at home, anything will do really. There's no requirement that the promotion can only use a piece that has been previously lost.
In most home games, if the chessplayer wants a second queen, a taken rook/castle is used but placed upside-down on the board to indicate its new role as a second queen.
