If you were drafted and played on an OHL team are you stuck there or could you still be drafted to a university after so basically are there any restrictions that hold you to OHL after you are drafted?

When a young player is drafted by an OHL team, or any CHL junior team, his rights belong to that team until such time as he is traded, released, or his junior eligibilty runs out at age 20. He can still be recruited by any NCAA college team and play in any NCAA hockey league if he hasn't played major junior. The NCAA considers Canadian major junior leagues to be pro leagues and any young player who plays any games in the CHL is considered to be a pro player. Canadian universities, however, don't make the same distinction and many players from the CHL go to Canadian Universities when their junior careers are done.
